You get this task from Oathmir in Devastation by saying "I can find out", and can choose between normal and hard. You are given a box when accepting the task, so make sure you have a main inventory slot free. Head to Sverag, to the tower in the center in order to zone into the instance. Your goal here is simple, collect 10 blood vials, combine them, and turn the combined box in to Oathmir.
The zone does respawn slowly (reports of 2 hours), and respawns can NOT drop blood, so you need to keep moving. At various times a Shadow pops which charms a group member, so its a good idea to keep to singles to avoid having multiple mobs in camp AND losing your CC, tank, healer etc to charm. Things bug out if you wipe to charm mob with only the charmed pc alive.
