Notes:

Goblins are found in their fort in the northeast area of the zone and drop the insignias. Then seek out a "snoring", "resting", and "sleeping" Bloodmoon Orcs. You'll need to drop invis and trade an insignia to each orc. You can add these lines to your map file to show the orcs:
