So you think the local and state governments had no responsibility, or that they met their responsibility well?
And while I can reach nola.com, the LINK you provided doesn't work -- you do know your link doesn't just go to the home page, right? I just want to confirm proof of what you're showing.
And at least I'll admit if I'm wrong, whereas you won't even answer a simple question.

According to page 13 and 14 at from the FEMA website, it appears Blanco followed procedure.
According to the document, the next step after a declaration of a state of emergency and a request for federal assistance is for the governor to send it to FEMA. FEMA reviews the request, notes its own requests, and then sends it to the President for signing. This apparently all happened, because from the White House website says that Bush declared a state of emergency for Louisiana beginning August 26.
At this point, "FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency."

Anyone listen to This American Life on Friday? Excellent story about a bunch of paramedics who were in Lousiana for a convention. They were told to walk out of the city towards Mississippi (to meet their rides on a bridge). The police would not let them cross into Mississippi and fired guns into the air.
Yay for walking out!
