Heal agro has at least some minor chance to it, and that might be based on the mobs intelligence, but for sake of ease most paladins will consider it a 1:1 ratio. That's not the same for clerics at all because of spell casting agro reduction AA's and effects. But also remember that crits on DD's or heal spells do nothing for agro, you only get the agro of the base. This is why a wizzy can nuke for 70k and not pull agro, the base of the spell is probably 10k and that's reduced by AA's. That's also why SK's will almost always pull agro with harm touch, since the 'base' of the spell is exactly what is hitting the target.
Heal agro is just one of those equations I don't think we are going to figure out unless a dev spills the formula.
