My guess is it has to do with the mana regen. Consider the old druid skin vs. self buff:
Heartwood skin:
1: Increase AC by 70
2: Increase Max Hitpoints by 1381
3: Increase HP when cast by 1381
4: Increase Mana by 17 per tick
5: Stacking: Block new spell if slot 1 is effect 'AC' and < 1235
6: Stacking: Block new spell if slot 2 is effect 'Max Hitpoints' and < 4380
Armor of Unwavering Faith:
2: Increase AC by 63
3: Increase HP when cast by 781
4: Increase Mana by 8 per tick
5: Stacking: Block new spell if slot 4 is effect 'Mana' and < 22
10: Increase Max Hitpoints by 781
The key lies in slot five on self buff description. Block the new spell UNLESS its mana regen is greater than 22 (skin's is not)
Now compare the HoT buffs (I'm using rank 2 skin, rank 1 armor, because rank 1 skin does not override our self buff)
Timbercore Skin rk II:
1: Increase AC by 107
2: Increase Max Hitpoints by 2159
3: Increase HP when cast by 2159
4: Increase Mana by 26 per tick
5: Stacking: Block new spell if slot 1 is effect 'AC' and < 1680
6: Stacking: Block new spell if slot 2 is effect 'Max Hitpoints' and < 6126
7: Increase Endurance by 3 per tick
Armor of Implacable Faith:
2: Increase AC by 73
3: Increase HP when cast by 898
4: Increase Mana by 23 per tick
5: Stacking: Block new spell if slot 4 is effect 'Mana' and < 25
10: Increase Max Hitpoints by 898
Note that rank one blocks the new spell UNLESS its mana regen is less than 25. Since rank II skin's mana regen is 26, it overwrites our self buff. Like I said, because rank 1 skin is only 23 mana regen, our self buff blocks it. The problem lies in that on both buffs slot 4 is mana regen, so they conflict. Unfortunately for all three ranks of our self buff, slot 5 says to block the spell unless its mana regen is not less than 25, so the problem will never go away with increased ranks of the buff.
In conclusion, use the buff blocker.
