Marr's Salvation question

i've heard all kinds of things about htis AA. that it's an AE pacify or it's a reverse voice of thule (less aggro instead of more). Figured i'd ask here what it is exactly.

allah has it listed as
1: Decrease Aggro Modifier by 14%

AA description says:
Invokes the soothing voice of Mithaniel Marr to calm those around you.

both? one or the other?

It's a single target Aggro reducer that last's approx 12 mins and has a 5 min recast.

Dropped it on the Chanters during a chaotic trash clear and neither died when previously they both would have taken at least 1 dirt nap, I was pretty impressed.

Also dropped it on an Aggro whore wizzie during exp session, said wizzie didnt pull aggro, made everyone's life so much better.
