Hmmmm. I think there's two ways to approach this, really. Either you can buff shaman heals (which would make us more cleric-like), or you could be more creative with slows. So, I've been thinking: if a 45% permanent slow is too powerful for high-end content, how about some damage-based mitigation tool like vie but applied to slows? For example, a spell that slows the mob for 50% till it's dealt 50,000 damage (or some such), can be reapplied, but would drain our mana. You can also introduce some type of HoT that heals huge to begin with, but then tapers off each tick (ie 5k first tick, 2.5k second tick, 1.25 tick third tick, etc.) That way there's a cost associated that can't be fulfilled simply by landing a single spell, but you'd have some tools to deal with situations where shamans have the most trouble, ie - named fights, multiple mobs, and group healing. I personally believe in the philosophy of slowing down time and think it's an integral part of the shaman class. When something as critical as this is reduced to 20% effectiveness at higher levels (maybe even less against named mobs), which is a far cry from the "average" 45% that Rashere claims, it really irks me and makes me question why I'm playing a shaman in the first place.
