About the recourse idea, I have been thinking of something, but in exactly the reverse.
Boost shaman heals to be exactly the same as cleric ones.
If a shaman successfully lands a slow, then they get a detrimental recourse on them (song window) that reduces their healing by 40% for 90 seconds.
This addresses all kinds of issues:
1) Resistes slows - still have good enough healing
2) Shaman can be main healer, leaving Slow to another class in group hard content where necessary - and that could be a second shaman (or chanter, bl, bard).
3) On a raid only 1 person is needed to slow, but all shaman have 60% of cleric healign because of that 1 shaman who slows
This works much better IMO and the same recourse on slow mechanism could be applied to bards, chanters, bl and necros - I'd boost bl heals by some % to accomodate this.

I've seen a lot of players claim their gear is much better than it actually is when talking about tiers of content and what they can handle. Even, or especially, tanks. 8 visible slots of Praetorian gear is not at all the same as "the best a group can offer". Jewelry, non-visibles, augments... there are 42-45 slots to upgrade before one can be considered fully geared. A fully groupable geared tank can handle tier 2 np, with a shaman healer. That's how I've done much of SoF, in fact. Moving up to tier 3, tanking more than one mob is no longer possible, but doing the content is possible with either a good puller or fast and effective CC. I'll be honest, I'm hoping to jump over some farming time by looting items that others have killed for, but from what I'm looking at now, it's only "very time consuming", not "impossible" to bootstrap into tier 4 only consulting friendly neighborhood clerics when rezzes are needed.

My biggest accomplishment was healing (with a ranger sorta spot healing, as much as a ranger can) a 20kish buffed warrior (not sure of his AC) in SHIP.
My magelo is mostly right.
It was very hard, i killed him at least once. Its was barely doable to kill a mob here and a mob there, definitely not anything we could have done long term or with anything semblance of efficiency. Im not sure what you would rank either of our gears.
