That exists as a rider on "efficient" lines of Wizard, Magician, and Druid nukes.
The spells I linked are each third in their respective line of nukes, originating in Depths of Darkhollow.

This thread works best in the Shaman Correspondent Corner and it is an idea deffinetly worth looking into.

I think your objection is on the obtuse side of useful. There is a chance that the spell that follows those will roughly double in effect. The mechanism is irrelevant.

Brohg, I don't think Fenier was trying to be useful as much as correcting a misconception. The spells you listed aren't the same as the original idea and Fenier was pointing that out.
A focus of 100% means the spell will have extra damage somewhere up to 100%. OK, so there's a chance that the spell will double, but on the whole it will average 50% more. But as Fenier said, in those cases the spell can crit on top of that.
Also, these days a crit is more than double damage anyway.

would do the trick. Whether you could have that innate proc coexisting with GoxRM though is another issue, remember the faffing around with proc rates of GoM when Abundant Healing was found to be conflicting?
