The most reasonable detrimental mana pres item IMO is yarlirs range slot item http://lucy.allakhazam.com/item.html?id=71659

For the top focus your other options are cloak from OOM which is nice if you can get it but not always readily accessable, and the necklace from Archmage http://lucy.allakhazam.com/item.html?id=47276. Bit more accessable but kinda strange stats on it. Sheilding and no ft etc. Much rather have ft, spell shielding and dot shielding from yarlirs peice and yarlir is definitely easier than getting past the jelvan event IMO.

Might be something new from DoD or could make one of the new uber augments for the cultural armor from there but those where really the only options.
