shield block and 'improved block'

Would an effect like "improved block" enhance our new "shield block" aa at all?

Was thinking about making http://everquest.allakhazam.com/db/item.html?item=46018 if it does.

iirc improved block, like improved dodge, just provides a greater chance to perform a skill-check for the ability, and since its an AA, I doubt it will work. we don't have the skill to check.
