If you look at the raw data on Lucy's for many proc spells it does give them levels.

clrlevel 255, drulevel 255, etc....

Maybe that's what is allowing procs to receive a bonus for spell dmg.

Just in case anyone reading this was not aware, late in 2012 the Devs changed Heroic Dex to no longer affect melee damage, only bow/ranged damage gains a small benefit from H-Dex.
