Before people get too carried away with the whole idea that this place is run by a bunch of uberguild shamans that have no perspective on the small game anymore, I'd also like to note that I am also a Site Admin here. I am in a guild, but there's only 7 or so active members. We do go on random pickup raids for elemental flag mobs, but the items off of them are not upgrades for us.
Myself and my guildmates have found this site to be more useful than any of the other class sites out there, for finding general information and leads on things that are one-groupable for us. We left the game for 14 months, just after GOD launch and came back in mid-July. Let me explain how I went about constructing my gear plans.

using the lucy list on the focus effect, I found information on several quests that netted gear that had those effects in OOW. They were generally stat loss items for me though, so I passed on them in favor of augs from DON.

I'd recommend using allakhazam's quests by zone feature for WOS, NC, and RCOD for more quests of this type.
While looking at the mobs that dropped quest pieces that I mentioned above, I noticed a few of the mobs would have small upgrades for others in my regular group, so I investigated loot drops in:

I saw most of those were not generally upgrades, but I noticed that some of the raid nameds there dropped 2 level 69 spells on every kill.
Then I looked up spell droppers, pretty easy, click the links and scroll down for a list of droppers.

This lead me to writing out a list of camps that had a potential for loot upgrades for the group, spell drops and good exp for levelling to 70. We started in RCOD (WOS is very camped), then moved to MPG, then MPG trials and RSS, doing DON for a change of pace.
Finally, I constructed my gear plans using this knowledge, plus the allakhazam search tool. Choose your race, class, slot type and check the box that says exclude raid items.
I'd recommend making a list for each slot and then making a list of each focus effect you want and then combining the 2 lists into a master list.
That is the system that I followed, but the details will be different for you. I have a pretty stable group, with characters with a lot of AA and solid gear. We can do a lot of old raid targets with one group, we did my epic with essentially one group, we did NC raid nameds with one group for 69 spell drops.
Does your group have these features? Is your "group" a group a pickups? Is it a group with a level 60 tank? Do you use bots in your group? How good is your group, have you played together long as a team? Is it a group of level 70s with 500+ aa? Do you have elemental access? Qvic access? Anguish? Vex Thal? VP? etc? My group has KT access (and a few people with air/water/earth access recently) and that's it. Is your group willing to farm bane weapons and key to do things like single group Seru? How good is your tank, do they have 1600ac? 2500? Does your cleric have a 5k mana pool or a 12k one? Do you even have a cleric? Do you have a mezzer? Puller? All these things will greatly influence what you can do with your one group. One person's group can kill Chailik in RSS and another person's one group will have trouble with nameds in WOS, or with a Creator mission. How much money do you have? I can buy a lot of gear, cause I have a ton of plat, do you?
I can't give you information on soloing, because I don't solo...if I am soloing, it is with me and my 2box druid. I can't give you information on things to do with pickup groups because I don't do those. If you do those things and there are no guides here, start with posting some guides of your own experiences. People tend to be inspired by the efforts of others and will contribute more things if you lead the way.
You'll find a ton of information on things to do here with a single group. In fact, you'll find far more single group spoilers than you will raid spoilers, in my opinion. Part of the fun of a game like everquest is the depth, there are a ton of ways to get gear. There may have been a time where gear in EQ really didn't matter as long as you were skilled. That time has come and gone. Any good player of EQ will do what they can do maximize their gear based on their situation and you'll need to put in a little effort to making those plans. Gear selection is part of the game.
Shaman gear choices are more complex than a number of classes, since we need to balance HP, AC, Mana, focus effects, and preferably things like avoidance, shielding, etc on our gear. If you have questions about one piece of gear versus another piece, you should always feel free to post those questions here.
As to the level issues, I will grant you that it is a difficult problem. Information on how to equip yourself in the lower levels quickly gets outdated as the game and the players moves on.
Forgive me for the length of this post, but I get irritated by people who seem so helpless, be it the soloing shaman who says no one posts any guides for him or the large guild shaman who says he can't get his level 70 spells... boo hoo.
