Make sure the day, month, year and time zone are set correctly as well. This sort of thing causes the "you must wait 6580945824957455874354745834905 (or so) minutes before you can reuse this ability" message. The clock being set wrong won't affect spell recasts, just abilities and disciplines.
Windows has some silly counters that overflow if you leave the machine running for around 49 days: and this one caused air traffic computers in the northwest US to be screwed up because someone forgot to reboot them.
