HOKAY, the skinny on Fibble 4:

Basically, the whole thing was 'working' from the beginning. The problem is that the instructions for the mission are so insufficient that the thing appears broken several times before it's done, including one major time right at the beginning. If any of this makes no sense to you, go do the mission.

Neran Sporestomp is in the unopenable cocoon in Wallwatcher's Citadel, right where we thought he must be. The way to let him out that no one could figure out until told by a dev is to clear not just all of his room, the room below, and the bridge, but also the two spiders across the bridge outside the center temple. Total of about a dozen static spawns, plus 2-3 roamers, and Neran will pop out of that cocoon like it was nothing.

He does his theatrical run for it, there's some shenanegans, and you're ready to start the meat of the mission, in the instanced zone called Temple of the Korlach, but using the instance entrance at the other end of Illsalin from the actual Temple. Head to the door right at Illsalin zone in to get started.

Once inside, you're on an hour timer, so no sitting around. The instructions say to "search for the Alchemist", or some such, but just like Neran, dude's nowhere to be found, and again no instructions. Turns out that this phase of Fibble 4 is like Vxed, where you have to kill an unspecified high number of mobs in order to spawn the guy you're looking for. When he finally does appear, it's at the very back of the watery caves in the middle of the Temple, in the room where the red-con Lab Guardian is.

Killing the Alchemist finishes the mission.

I don't know why, but our Alchemist seemed to spawn off a placeholder, which was the Laboratorian in the cave. We killed the guy and a couple mobs later he spawned right at that point. Could be that we killed sufficient mobs to spawn him and he spawns at a vacant random spawn point.

I have cleared the entire area several times and he just isn't popping. I talked to Bellfast and he told me to go find the guy also. Is there some hail or text I may be missing?

So, for brief instructions for Fibblebrap 4, I have "Kill all spiders, including across bridge - about 15 in all - to spawn Neran; follow script, kill mobs to spawn Alchemst; kill Alchemist".

Is that accurate? Do we have summaries for the other four Fibblebrap missions?

lists this task as the demi-plane of blood key. Is this correct, or was that a typo?

Good catch, that is indeed incorrect. The old shilliskin fortune teller has nothing whatsoever to do with Demiplane access. It's a uniting & guiding task, to help folks find the ways to really get into the meat and story of the expansion. I hope there are more like it in the future; do you have any idea how long it took me to find Harbinger's Spire in OoW? I still don't care about it, and a big part of that is not having a clue WTF the zone is for, where it fits in the story/plan for the expansion.
