The right segment to repeat is the Woe-Envy-Marr turn in in West Karana and the subsequent gem hand-in in Emerald Jungle. Repeatable every two hours without annoying hunting or waiting around, with major faction hits. Expect to run that cycle 5ish times to max your faction from Indifferent.

Did they ever fix that part of the quest so the Evil looking guy with woe/envy stayed alive? I found the other guy up just fine but the evil one was dead and i had to wait for him to pop. I was thinking of doing the lord grisok part a few times since reavers are fairly uncamped these days and often up.

Thanks for all the great info! I never really watched how my faction changed as I ran through the quest. I'm going to try and run the envy/woe part a few times tonight and see if I can hit max. If it really only takes 5 times from Indifferent I should be golden at Kindly

I will personally confirm that the icon is dropping again, and also that Kirn in the Hole will receive it and respawn and attack. Tonight just to do it right I did the Kirn, Neh' Sir (spelling) and Lord Rak Sections of the epic and I now have my very own Spear of Fate!
