**I am maxed ally with Camp Valor. I have no idea if any of these quests have a faction requirement.
1a) Where has Sister Donna gone ...
Speak with Sister Daria in Camp Valor
Sister Donna is found in the Blackstone Camp near some Camp fires.

NOTE: She is only present from time to time) Invis vs. Undead (At least the Paladin AA will work) will help a lot UNLESS you did not any Task for the Eldar Elves (like Step 3 or Valthun Charm Augement Quest)

Result: Smooth Celestine Faycite Shard (Augmentation) AC2 HP/Mana 8 SvM 4

1b) Recycled Arms
Speak with Brother Veras
Go first to "a mysterious stranger" and by "Kirathas Eyes" and all eldar elves mobs will be warmly.
Open "armor caches" with "/open" command and loot "elven armament"

Result: Pure Celestine Faycite Shard (Augmentation) AC2 HP/Mana 8 SvM 4

1c) Recoup from the Coup.
To start this quest, loot a bag from Araka Bloadsoar (aviak camp in HoS) and bring it to Shearon (NPC in Camp Valor)

Result: Transparent Celestine Faycite Shard (Augmentation) AC2 HP/Mana 8 SvM 4

1d) How the Mighty have fallen
Speak with Grom.
*Find out what happened to Brom. (Auto-update when you run over the skulls in the Aviak Camp in Hills of Shade.)
*Recover the Remains of Brom. (/open Decorative Fetishes. They are the skulls on the ground by the aviaks. Do this untill Brom's Remains pop on your cursor.)
*Find out what happened to Castell Cloudskate. (Run over the biggest island in the north of Hills of Shade untill you get update.)
*Speak with Castell Cloudskate. (Hail him, he is at the NE side of the island)
*Find out What happened to Cavalier Devolah. (She is found in the crypt with undeads in the SW of Hills of Shade. Just hail her.)
*Kill 15 Crypt Ghouls. (Kill 15 of the "a crypt ghoul" in the crypt.)
*Convince Cavalier Devolah to Return to the Camp. (Just hail her again.)
*Return Brom's Remains to Sister Daria. (Turn in Broms Remains from step 3 to Sister Daria.)

Result: Tiny Celestine Faycite Shard (Augmentation) AC2 HP/Mana 8 SvM 4

1e) Upon completing the previous quest, you can now get the quest "Undead Slayers" from Grom.
*Kill 24 risen ancestors. (Found in the crypt in SW)
*Kill 8 slithering shades. (Found in the crypt in SW)
*Kill 16 crypt guardians. (Found in the crypt in SW)
*Speak with Grom. (Hail Grom.)

Result: Light Celestine Faycite Shard (Augmentation) AC2 HP/Mana 8 SvM 4

1f) Upon completing the previous quest, you can now get the quest "A Mysterious Bond" from Grom.
*Witness the Dark Sporali interacting with the undead. (Explore update in the most south sporali cave. SE in HoS)
*Loot 8 Spore Covered Bone. (Drops from the sporali in SE of the zone. Can't preloot, task updates on looting them from mob.)
*Deliver 8 Spore Covered Bone to Grom. (Turn them in!)

Result: Polished Celestine Faycite Shard (Augmentation) AC2 HP/Mana 8 SvM 4

1g) Upon completing the previous quest, you can now get the quest "An Extract Science" from Grom.
*Loot 4 Glowing Ichor (Drops from treants just south of Camp Valor)
*Loot 4 Cursed Bark (Drops from rampaging boneguards just SW of Camp Valor (near loping plains zone)
*Deliver 4 Glowing Ichor to Grom
*Deliver 4 Cursed Bark to Grom

Result: Shiny Celestine Faycite Shard (Augmentation) AC2 HP/Mana 8 SvM 4

1h) Upon completing the previous quest, you can now get the quest "The Spark of Life" from Grom.
*Loot 5 Spark of Life (Drops from Viridan Ghosts just south of Camp Valor)
*Deliver 5 Spark of Life to Grom

Result: Clear Celestine Faycite Shard (Augmentation) AC2 HP/Mana 8 SvM 4

1i) Upon completing the previous quest, you can now get the quest "Carrion My Wayward Sprout" from Grom.
*Extract the essence from 10 undead in Hills of Shade (get any undead mob in HoS to 5% or less and then click the Undead Essence Extractor from 1 of the prior missions. After 2 seconds you will do a 10k nuke and you get an Undead Essence. Dont worry if you destroyed the extractor, just hail Grom and you get a new one!
*Deliver 10 Undead Essence to Grom

Result: Bright Celestine Faycite Shard (Augmentation) AC2 HP/Mana 8 SvM 4

1j) Combine all 9 shards in Celestine Faycite Recrystalizer (bought from Hardrin in Camp Valor) to get your final augment.

The quest 'How the Mighty have fallen' is received from sister dalia and you must complete it before Grom will give you his first quest.

I did 1d) before 1c) but do not think that matters?

I am still unable to get tasks from Grom, he gives me the [lend her a hand] text but when I repeat it he only says that I am a good boy or something like that. I shall try again at kindly then.

I'm having the same problem as Dohrian and am also Amiable. Grom gives me the [lend her a hand] response to which I've tried responding "lend a hand" and "lend her a hand" but receive no task (tasks not full either). I get some response about thanks for helping or something.

Same problem. I'm Kindly. Done the four quests available to me. Grom gives me the bracketed text, I've used both "Lend her a hand" and "lend a hand" as well as every variation I could think of. He responds as others have said. Based on the text it appears that he thinks he's given you the task but you receive no task. I've tried all the other triggers posted here and he pretty much tells me to go away for them, so I assume the text we get for slayers is the task received text.

It's obviously not a faction issue. There's a thread for this on official sony boards and someone there said same deal at Ally.

Are we missing something or is it just bugged?
