The spell parsers haven't updated yet (a fary cry from the old days when Lucy would update with every Test patch!) but it looks like a 10%, 20%, 30% minimum damage modifier.
As Fero7 and up have a 200% minimum damage mod, I'm wondering if a) whether they'll stack at all and b) even if they do, whether the DPS increase will be even remotely noticeable.
I can't answer either, sadly, as I don't have a melee class to test with and I certainly don't have a Fero7 item!

If it is only 10, 20, 30% min dmg mod then it won't be noticeable, I believe Fero VI and higher were originally 10% (not sure on number but was a low number) and the DPS it added was within the margin of error. They raised it to 200% just so it would be a useful addition, even then a monk parse over 5 hours showed 26DPS increase with 200%.

What I'm curious about is how much DPS did shaman Third Spire add for the time it lasted anyway?
