Here are the 5 Tasks that you need to complete to get Hungry Plague. Each successful complete of a task will net you a caster item, or a melee item (depending on the type of class you play of course)
First you need to speak with Brother Nine Stones. He is at -1423, -709. Speak with him and he'll send you on a solo task mission to speak with Jarzarrad the Prophet who is in the tent at -968, 654. Once you speak to him, this task is completed.
Jarzarrad the Prophet is the main npc who you will need to speak to to complete all of the other five tasks. They are all group missions and while you do not have to do them in the correct order, in order to progress and get your spell, they all have to be completed. Most missions take you through Illsalin. I might suggest you getting and using invis vs. undead potions, since a lot of the mobs on the way there seem to be undead.
Zone in to the instance through Illsalin. This mission requires you to get a key, kill a boss and then kill 10 shades in the back room. It's pretty simple and forward. I duoed the boss with a beastlord of mine (although we both have Anguish gear), so he's not super tough, hits in the 2ks and rampages. The shades spawn after you pull just mobs in the back room, kinda like they are hidden inside the bodies. I would suggest a full group just to make the clearing go by quicker. With two people we were able to methodically kill enough to make it to the named, but I don't know if we would have been able to pull the back room to kill the 10 mobs. We did not encounter any respawn while we were in the zone, but that's not saying there wasn't any.
Caster: Faithful Templar Belt
Melee: Cavefish Goggles
Zone is inside Illsalin. This mission you have to kill 6 guards, loot their skulls and give them one at a time back to the Prophet. It's not that tough of a mission, but some of it you do fight underwater. The guards when low on hps do run slow as well.
Caster: Korlach Signet Collar
Melee: Praetorian Heirloom Cape
This is a monster mission. Talk to Brother Stillpool who is just outside of the Prophets tent. Mission is fun, and not that tough, as long as you have the right classes. I had a full group - using a chanter, cleric, two scouts (rogues), wizard and a tank. The monsters come in several waves, so I wouldn't be too pushy in moving forward. There are a few shillshin guards that will help you kill the drachnids in there, so try not to let them tank to keep them alive if possible. BTW.. when the drachnids first spawn, I would suggest just staying in the back room until they are in their places. Otherwise, you run the risk of geting run over (happened to us).

Another simple task for the most part. As soon as you choose it, the Seeker will spawn outside of the Prophets tent, so you will have to go out there and kill it. It CHs itself a few times and spawns adds when it does it. If you are lucky, others in the area will help you kill it. My group was in full anguish gear, so it really didn't hurt that much, but the named did seem to hit for approx 1500 - 2k.
Caster: Dark Void Shoulders
Melee: Ring of Dark Mists
Last task takes you through Illsalin again. This one is hard to describe, as the terrain in the zone was just beautiful (think Final Fantasy 7 I think it was). Anyways, you have to touch three of the eggs in the side rooms and kill the bosses that spawn from it (a bit MR, but otherwise pretty simple). Then you venture down the path into the center room and get to single group kill Vishimtar (woot). After that is a second named upstairs. Both are pretty simple and I didn't see anything bad that they did. Afterwords you will get ported out of the mission. We got a reward in the chest that was +3 to hp regen. Pretty weak for us, but maybe there is another better reward as well.
Caster: Pristine Illsalin Stonecraft Mask
Melee: Jagged Choral Choker
After you are finished, talk to the Prophet again. Once he doesn't say anything new to you, run outside and speak to Brother Hidden Path. If you have completed all of the tasks, including the pre-task, then you will receive your first spells, which I think is the level 70 spell for all classes.
Shaman get Hungry Plague
Wizards get Ether Flame
