According to page 13 and 14 at from the FEMA website, it appears Blanco followed procedure.
According to the document, the next step after a declaration of a state of emergency and a request for federal assistance is for the governor to send it to FEMA. FEMA reviews the request, notes its own requests, and then sends it to the President for signing. This apparently all happened, because from the White House website says that Bush declared a state of emergency for Louisiana beginning August 26.
At this point, "FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency."
