The problem is that it's a combination good buff and rune buff. The rune disappearing is fine, and the recast is fine for that, but the problem is that when that happens, 700hp drop off too.
However, for everyone, not just tanks, HP are only useful if you're taking damage, resists are only useful if you're being hit by spells, and damage shield is only useful if you're being hit by melee... The only part of it that is useful all the time is mana pool and infravision.
So, for most people, it's a nice buffer to have just in case you get hit, for tanks it just disappears sooner. Don't you think that having a 700hp (which stacks with almost everything), 120 damage shield buff all the time might be a bit powerful?
