Until much further down the line, like level 80 or something when you can get Shield Specialist AA, you'll do much more damage wielding a 2h weapon instead of sword & shield. You should carry both setups with you, and use the bandolier feature to switch between them. 1h & shield for tanking, 2h for dealing damage. If you're in a situation where you don't want to damage a monster at all (there are situations like that sometimes), you can have a bandolier setup with your shield and hold a lantern in your main hand.
As for where to get a weapon? Well, you can take what you get as it drops from monsters you kill, or you can look in the Bazaar. I think the best you can buy for your level are weapons called Reaver for 2h, and Massive Dragonclaw Shard for 1h.
