Damage Shield Migitation Malfunctioning?

Sorry if I missed a post about this earlier, but I think the new effect of Damage Shield Migitation is malfunctioning. I was under the impression that this effect would lower the amount of damage you take when you hit a mob with a damage shield on it. Currently it also seems to lower the damage the mob takes off of a damage shield you are wearing.
Example:
Using 10th ring, so +10 damage shield on top of what I am wearing.
I have 36 damage shield points (cap is 35 last I remember).
Mob should be taking 45 damage every time it hits me.
Mob is only taking 39 damage.
I have 7 points of Damage Shield Migitation.
36 (worn DS) + 10 (10th ring DS) - 7 (DS mig) = 39
Will bug report it, but just want to make sure I am correct in my assumptions here.
