Can somebody confirm my understanding of this AA, it interrupt spells and use the same timer as Divine stun but without level cap? It is a Divine stun but without the pushback and stun component?

I can confirm that it can interrupt spell casting and uses the same timer as Divine Stune. As for the lack of level cap, I cannot say. It is handy for interrupting stun immune mobs though. And it is NOT divine stun without the pushback and stun component exactly, as it returns substantially more agro.

Can somebody confirm hand of disruption line has level cap or not, this is what I am most interested in.

it has no level cap. it does disrupt spells although most mobs spells cast times are instant. The mob that this ability was very vital for, was Vergalid.

It has a level cap, its just set very very high. Original Hand of Disruption was level 100 capped. I don't know if any other ones were changed. AFAIK, there is only like 1-2 mobs in the entire game that were immune to the original HoD.
