Each rank of Weapon Affinity AA is equal to +10 Combat Effects on gear.
Because the base proc rate on 99% of weapons (exceptions are some very obsolete Luclin/PoP items and priest spamhammers) is 100, Combat Effects mods are effectively %-based. 10 cfx will make you proc 10% more. With full cfx (100 is the cap on gear) and WA6, then, you'll have 260% of the base proc rate. You'll go from 2/minute to just over 5/minute.
