Exactly the case. What Tanise wants isn't Fabled. He just wants PoTime updated to whatever the lower common denominator is for raiding these days (likely Demiplane or TSS). I understand where he's coming from and there's some merit to the suggestion, but its not what the event is about. Fabled temporarily returns the content to its status as if the expansion was new and during Planes of Power, only the topmost guilds were in Time. As character progression made things easier, more guilds got in and the same will be true of the Fabled version. Besides, I can just see the flames that would come about if Fabled Plane of Time was dropping items of Demiplane-equivalence instead of items equivalent to current top-tier.
Everyone should be able to play in the Fabled areas. That includes the small percentage of players who make up the forefront of the raiding guilds.

My summary
PoTime is the top of POP - Fabled PoTime will be intended for the top current raiders of EQ (15% according to Hecude). The rest of POP will scale down accordingly, being available to folks according to aproximately where they are at right now in raiding capability, with potential corresponding loot, but with the 'flavor' of that expansion.
The top guilds DURING POP had a private playground available to them due to flagging, making their way through, etc.
It's back for those that remained, or earned that status.
Next year, the Fabled will have all the associated instances, and will probably scale accordingly, except you wont have to fight for flags. You will likely be 85 then, and might be able to try Fabled PoTime
All the other fabled stuff from past expansions will be available during this fabled month, and folks that couldn't manage it last year, will have a shot at it this year.
I don't expect to raid in the top areas of EQ, because I am not willing/able to put in the time and possibly even the skills of a Brohg or folks like that. (Just using you as an example Brohg, cuz I believe you are up there and I don't know who else is).
BUT I do believe that they have a RIGHT to not be marganalized, and pushed out of any 'fun' in a Fabled much like Rashere said. If they don't have anything to do, then they leave. Now who is the top 15%? and if you follow that philosophy, who then? Do we keep going till only crushbone raids are the standard until the very last person who plays has achieved killing Dorn?
Seems to me that is how you margalinize out the game, starting at the top.....
But, that is just one mans opinion. Feel free to continue to cry foul at the 'haves' vs. the 'have nots'. I think the communist doctrine best supports that philosophy, so a couple of Lenin quotes might be a good idea. (Not John Lennon, the other one), or Mao would be good too.
