Actually, you can send in dogdog of any level once the mob hits 49%. As long as necro does 51% of the damage, necro gets xp.

So long as the shaman doesn't nuke/dot/do combined damage that exceeds 51% of the mobs STARTING hp. If you do, you KS the necro.

This is how I've been PLing my 20 Necro:

--group with her before pull, cast Puma on pet.
--disband just as she pulls.
--let necro do her thing til mob hits 49%.
--send in dogdog at 49% so mob dies very fast. Meanwhile, necro has gone to get another mob when current mob is at 70%, to maximize time on Puma. New mob rolls into camp just as first mob hits 50ish if I time it right. Dogdog goes after current target, necro tanks new mob until first one is dead, then backs off (good way to work on Defense while she's at it. )

I can kill 3-5 mobs per Puma, and after it expires, I just group necro and refresh, then disband again. It works fairly well for me.

On another note i keep getting tells on my necro from people asking me to PL them haha

If you are level 70 with good gear. Go to velks lab, new exp bonus rocks too.

Anyways I pl all my alts there and have gotten a necro, mage, cleric,shadowknight, and enchanter all from levle 18 (when i left pc) to level 36-40.

I have a full set of pl gear that gives me the max amount of ds (25), an i use a ds potion and anythign else i can get my hands on (ds from mage when pl'n him).

Anyways, pull 5-6 and let them corner you. I prefer to pull with cripple, as it lowers their stats but you can use any non damaging agro spell you with (EXCEPT SLOW).

Depending on the class here is what follows.
Pet class I send pet in right away and cycle through all the target telling pet to attack everyone. Then I wait till the lowest is about 20% and hit an rain or two.

Non pet class, or non agro pet class (enchanter) I wait till all mobs are at 75% then run to them and start attacking, once you hit a mob for whatever amount move to the next mob using your cycle key. Once all mobs are hit step back and let them kill themselves on the ds.

I was averaging a level every 20-30 min, depending if i took breaks and how many I pulled at once.

Remember, you need to damage every mob at least one time to get the full exp.

Personally I havent been back there sense the double exp was implimented, so can only assume that its even better now.

Ohh and for those of you who ask why velks, simple.... spiders dont run.
