If you haven't got that many AAs yet and need to distribute the next carefully for max effect, i'd suggest to hold off a bit longer until buying the next levels. Sure VP is nice and the higher levels add a bit of reliability (not much with additional +10 and +20 modifier to be honest). But from your post it sounds, that you have more important AAs to get first.
However if you use VP in critical CC situations, use it with MD/PD as adviced (depends on the situation which one you will want to use).

if im using VP as CC, i dont debuff, time is important, kick the mob out of camp, followed by slowing it and then tanks mob...if vp resists, i tank it, or another group member picks it up. i dont usually ned a 2 minute root on a add, the first one wil be dead in 45 seconds.
when i used to solo (there was no PD, but i wouldnt have used it, fire mobs dont resist poison dots anyways) i pulled with MD, quickly followed by VP, then malos. after than lay on your dots, the longest lasting ones first (disease, poison, then magic). i cant remember vp ever breaking early with MD on first, and i put in about 400 aa back in pop soloing fire (before double xp, and aall the new fancy dots)

VP3 has been very reliable on anything not immune to disease through up to GoD, then it starts to get hit and miss.
Works great in LDoNs for CC if you're trying to get Bane. Works good in NC/WoS/DoN root rotting or CC. But it doesn't work well for me in MPG/RSS/DoD. I may try to start having MD mem'd when I'm in group situations where CC is needed to see if the extra disease debuff allows VP to stick and hold. I'm just concerned about low aggro pulls and will MD get an unslow'd add on me and I'd have to channel VP... bleh. I need more AC/hps... group laughed at me last night when I said I had 7k hps and 1.4k ac.
