A few questions about Acute Focus of Arcanum

I couldn't find an upgrade to the Acute Focus of Arcanum AA with HoT. As you know, this AA is capped to lvl 85 spells.
Does it work on Turgur's Swarm?
As a broader question, how can I tell the casting level of AA activated abilities? Is it the caster's level? Or perhaps, the level the AA was first introduced at?
