As far as I know caster lvl is used to check for fizzles. If you check the enc buffs that are supposed to decrease fizzles, you will note that each of them boosts caster lvl.
As you cast a spell I assume the following: The system does a cross-check of your (caster)-lvl, the spell lvl, and your relevant casting skill. That is one reason you fizzle high lvl spells more often then spells below your lvl. If your skill is too low you fizzle chance is increased. The same can happen if your casting lvl is debuffed.
Contrary to your real lvl, if that decreases you can not cast spells above it at all of course. Thats also a reason while I use the mage fire elemental illusion on raids, because it raises caster lvl beside the DS boost. The boost is not much, but we all hate fizzles.
Biggest clicky for caster lvl comes from... from Aten Ha Ra I think. And it is Shm useable!!
