I don't even know if it could be changed. They are both slot 2 Damage Shields, and I believe the higher DS will overwrite the lower one by default. I really don't think there's anyway around that until the ranger buff equals or exceeds 25 DS.
(edit) went back and actually read all the hate posts. There is really nothing you could add to CoS to make it overwrite HG. For example, you'd need Slot 1: Stacking - Overwrite if slot 3 is "Increase AC and < 50" or some such. Since HG only has slot 2, it wouldn't do anything. I don't think there is SPDAT for allowing something to be overwritten, only for overwriting and blocking.
