PoE all the way, if it's not uber farmed on your server. The only problem is that it's hard to tell what is up and what isn't.
Go in, send rogues or trackers along wall to determine whether that big named gator is up. If he is, kill him first. Ideally you can flag for PoE(b) as well as get loots and gear in PoE(a). When all four rings events are killed (I think within a 24 hour period, but they may have changed this some by now--we've been out of PoE for years), then the Arbiter spawns in the caves. He's timed. It used to be half an hour to engage and kill him, so there was some mad scrambling to get to him. The caves are beyond that locked door--and the keys to the door are on the big gator. Make sure rogues get them in case of respawn, so they can open the door for stragglers and drag to raid for keys as needed. Keys are on a hail mob after you kill Mystical Arbiter of Earth. Also, once you get PoE(b) flagged, you can add 4 nice named in there for additional decent loot.
Ideally, after you kill gator (who has a 3 day or so respawn I think), you can just start clearing ring events. You have to kill a ton of mudmen and then mud ring starts in one corner, kill all of the Vegegrog guys to start that ring, kill all the dust guys to do the dust ring, or kill all the rock guys before respawn on the rock ring. All drop decent loot for PoP.
You can do PoWater if you like. I loathed this zone something fierce with the exception of the Corinav event (I actually liked that one, believe it or not). I hate the knockbacks, rezzing issues into water (not as much of an issue with the new AA), etc. Generally, once you had agro, you were F'd.
PoSky events were generally longer than I thought the rewards were worth, especially since you had to clear most of island 1 every time just to get to the better stuff. However, if you haven't killed Xegony, then you should start doing the events to make a key. Unless they have disabled the no CoH stuff, for simplicity sake I highly recommend getting a necro flagged. Bard speed selo's and BDA is your friend here if they can make it to the top and flop away from the gate and summon corpses up to the top. Slow and painful, yes, but it's a lot faster than fighting all the way up each and every time. If someone in the guild has an alt necro you can park up there, it's much easier. We had a retired necro that we just logged in and gimped into the raid. Making people clear up there every time was just assinine. I'll even post a major spoiler for ya--have your bard keep Highsun? (the mob gate song) memmed for tries on Xegony for when things start going to hell . . .
So . . . PoE, PoEb, PoSky, and PoW would be my suggestions in that order. Once you get PoFire flagged, then farm that as best you can with whatever rotations (if any) are in place. In terms of ease of Time access, I'd say it's probably going to depend on what kind of crowd control (and how good) you can field. I'd say probably it'll be Fennin Ro (fire) easiest, then Xegony in PoSky, Coirnav in PoWater, and then Rathe Council in PoE(b) that is the hardest.
