First I would suggest working on as much of the <100 hp gear you can your self, that right there would be a giant improvment. If its off hours M'sha farming, grouping in RS for the BP/Wrist/Ear/Charm and augs, DoD Monster missions with 100+ rewards (even naggy mission gives a 110hp earring). You can get decent stuff to sell while farm sigs for anguish (runes if you dont need them, droppable gear) and you can farm some PP to buy upgrades too. Here is how I would spend my non raid time if I was driving for gear upgrades:
Priority #1, SIGNETS! You can NOT zone into anguish even on the 85% rule without them. They block the zonewide AE from killing you. While doing these, some zones offer upgrades them selves (MPG, RSS, RCoD to name a few) some offer good PP/rune farming (the instanced ones). That right there can offer you some upgrades.
Priority#2, 'Goats' get in as often as you can killing these guys (if you're not farming sigs at the time) till you get both augs and as much Qvic gear as you can afford. Since most of the upgrades you have access to out side of Qvic are jewlary and other non 'visable' slots, Qvic gear + farming can boost you by over 1k hps and mana np and give you some needed focii.
Priority#3, Aug slots. Ears, Fingers, Neck, Shoulders, Back, Waist are all hp augs from RSS (or mana). Wrist, Range are Sv augs. Svs are IMPORTATNT IMPORTANT IMPORTANT for some of the stuff you're going to be killing. You have to be able to resist some things otherwise you're more of a liability than a help. 3 DoN Sv augs are good. Everything else is pretty much hps/mana or a focii you dont have on something else that you need. Augs can be worth as much as a peice of gear if its a good enough aug.
Don't rely on the guild you're apping to for gearing you up when with what you have you could easily (if you had it) spend a few 100k in the baz and upgrade most of it OR farm for a few days on things like sigs and upgrade a lot of it too. Once you get about 1-2k more hps/mana which shouldnt take long if you work hard I would then suggest working on single group MPG trials. Some you can do with what you have now, but others you need at least a bigger mana pool. MPG trials offer 200+hp/mana loot that even anguish geared people still use.
