If Time's Antithesis didn't have its other benefits, it would function as 250 free mana every minute (being conservative. in fast groups it's more), without conflicting with any buffs. That's less than Canni, but what's the parlance? "It sure beats a poke in the eye with a sharp stick". Every two times you use it, you get yourself an extra Sting of the Queen.
If Time's Antithesis didn't have its other benefits, it would still have an effective cast time of -1.5sec (that's negative one and a half seconds), since you can cast the next spell only .75sec after your gems would otherwise have ungreyed after casting the previous spell.
Time's Antithesis is about the same upgrade to the spell gem-based slowing process as double Balances are over using plain Turgur's Insects. Oh, and it saves a bunch of mana instead of costing 100s more. Oh, and costs -1 spell slot, instead of +1.
Neccessary? All that's "needed" in life is death so that you make room for the next schmuck. For Everquest shaman, though, Time's Antithesis is about as needed as it gets if playing to the limit of one's character's potential is the goal.
