I might be total off base what you are asking but have your tried to PvP and due what you are asking on your self and test it with spells from your friends? Sorry if this is a bad suggestion.

I think I understand the problem.

The original poster PROBABLY -meant- to say "The druid epic debuff (blah) does not stack with Blah, blah, blah and blah."

Which is true. The druid epic debuff does not "stack" with other effects that increase the damage of a given spell - for example, if a target has Malosinatia2 and the druid epic effect on it, and is hit by a magic nuke, ONLY the druid epic effect will count, because for "focus" style effects (like increase spell damage) only the largest one applies.

I -don't- think the original poster meant to imply that Malosinatia wouldn't stack with Tash which wouldn't stack with Chillvapor breath. If they did mean that, they are wrong. ^_^
